National E-Governance Services Ltd. (NeSL), India’s first Information Utility regulated by the Insolvency and Bankruptcy Board of India (IBBI), has entered into a landmark Memorandum of Understanding (MoU) with the National e-Governance Division (NeGD), under the Ministry of Electronics and Information Technology (MeitY), Government of India, to enhance and integrate digital document management and execution services for businesses and government entities.

The MoU was signed at the Global Fintech Fest 2025 in the presence of Shri Debajyoti Ray Chaudhuri, MD & CEO, NeSL, and Shri J.L. Gupta, Director, NeGD, along with senior leaders from both organizations.

Through this collaboration, NeSL’s Digital Document Execution (DDE) platform—a pioneering solution facilitating paperless and secure execution, e-stamping, and e-signing of debt and non-debt related documents, including electronic bank guarantees (e-BGs) a specialized service on the DDE platform will integrate with NeGD’s cloud-based document management platform, Entity Locker platform, an extension of the DigiLocker initiative aimed at streamlining document issuance, storage, sharing, and verification.

The MoU enables beneficiaries and applicants of e-BGs to securely fetch and access digitally executed bank guarantee documents from NeSL’s e-BG repository directly into their respective Entity Locker accounts. This integration fosters faster, more transparent, and legally compliant digital workflows, supporting India’s vision of accelerated digital governance and ease of doing business. Benefits of e-BGs include:

  • Fully secure and tamper-proof documents
  • Faster turnaround in issuance over traditional paper BGs from few days to within minutes for an e-BGs
  • Ease of transmission and access by all concerned parties

With this collaboration, both NeGD and NeSL reaffirm their commitment to data security and confidentiality. The partnership includes provisions for secure sharing of financial information, strict adherence to applicable laws including the Insolvency and Bankruptcy Code, 2016, and compliance with data privacy regulations.

This alliance establishes a foundation for future associations and innovations in the digital solution space, further enhancing the efficiency of government-to-business and business-to-business digital interactions.

Shri Debajyoti Ray Chaudhuri, MD & CEO, NeSL, added, "NeSL’s e-BG addresses all the challenges in the traditional physical BGs. It is also easily accessible and affordable.
