As per the New Telecom Policy (NTP), 1999, service providers in India involved in providing services like Tele-calling, Tele-Marketing, Tele-Education, Tele-Trading, E-Commerce, Call Centre, Network Operation Center and other IT Enabled Services using Telecom resources are termed as “Other Service Provider” ( OSP).
‘Other Service Provider’ (OSP) license needs to be mandatorily obtained by the organization using telecom resources (Internet and Telecommunication network) for commercial purposes.

Organization requires DOT OSP License
- Providing Tele-Banking Services
- Engaged in Tele-Medicine
- Doing Business of Tele-Trading
- Running a Call Centre/ BPO/KPO
- The organization engaged in E-commerce Business
- The company engaged in the Network Operation Centre and Other IT-Enabled Business.
Who may apply for DOT OSP License/Registration?
To obtain and OSP Registration, it must have been applied by Private Limited Company or One Person Company (OPC) registered under Companies Act 2013. The following are the documents required for Private Limited Registration. The following documents are required for applying for DOT OSP License.
- Certificate of Incorporation
- Memorandum of Association (MOA) and Article of Association (AOA)
- Board Resolution or Power of Attorney
- List of Present Directors and Present Shareholders (Indicating Indian & Foreign Equity) of the company
- A note on Business activity for proposed OSP.
All documents must be signed by the Digital signature of Director/Statutory Auditor/Authorized signatory of the company.
A Limited Liability Partnership (LLP) Registered under LLP Act 2008 can also apply for DOT OSP License. The following documents are required for applying for DOT OSP License.
- Certificate of Incorporation
- Copy of Agreement among all the partners.
- A resolution passed by the partners.
- List of Present Partners of LLP.
- Present Capital contribution of all partners indicating details of Indian and Foreign Contributions.
- A note on Business activity for proposed OSP.
All documents must be signed by the Digital signature of Director/Statutory Auditor/Authorized signatory of the company.
International DOT OSP License - Company who are engaged in proving services beyond national boundaries are required to obtain an International DOT OSP License.
Domestic DOT OSP License - Company who are engaged in proving services within national boundaries are required to obtain Domestic DOT OSP License.
Domestic & International DOT OSP License - If a company is engaged in providing services both within and outside national boundaries are required to obtain this of License. Bank Guarantee is also required in case both domestic and international operation is being carried out from a single premise.
The validity of the License – License is valid for 20 years. In case of sharing of infrastructure between Domestic and International Registration is valid for 3 Years which may be extended further for a period of 3 Years.
